Hi Annelie, Please give more information. The public often do not have access to the regulations. Regulation 55 requires that the owner notifies the title holder and his appropriate authority if a vehicle has become permanently unfit for use. The decision is up to the owner as 'permanently unfit for use' is not defined or technically specified in any manner. It thus appears that a notification must be processed, although the regulation states that the authority shall ensure that the notification is in order. However, an owner has to know that if such notification has been captured, the vehicles' life cycle status will change to 'Built-up' (so-called code 3) if it is ever registered again. Ordinarily, code 3 vehicles are not financed or insured. Do you share this view?
