vehicle liscencing if off the road - 2007/11/23 17:39 I have a scooter that has been off the road for about a year due to the fact that I struggle to find engine parts. The liscence has since expired. Do I need to renew it or what should I do till the bike rides again?

The only ways in which an owner is not required to keep a vehicle licenced, is when it is sold on (or given away), scrapped, stolen or demolished. You may decide to scrap this vehicle and register it again later, but remember that it will then be 'built-up' and be required to go through police clearance to be registered and be certified roadworthy to be issued with a licence disc. Scrapping a vehicle does not require it to be in a specific state, it is in total up to the owner.

I got a similar question although slightly different. I had a pretty bad smash 2 years ago and decided to fix the car in my own capacity (screwed by insurance company - long story). It has taken long for me to have the car ready (what with the insurance company's investigation and business issues at the panel-beater's).
The car is now almost ready and would like to know where do I go? I paid the first year for the disc and not for the last year. Also I would like to if the car hasn't been registered a code 3, where can I go for that information?

Re:vehicle liscencing if off the road - 2008/08/09 02:56 Enquire at your registering authority for the latest status of the car. It is quite common not to scrap the car if it has not been damaged to such an extent that it would be dangerous to repair.

Please give more information. The public often do not have access to the regulations.
Regulation 55 requires that the owner notifies the title holder and his appropriate authority if a vehicle has become permanently unfit for use. The decision is up to the owner as 'permanently unfit for use' is not defined or technically specified in any manner. It thus appears that a notification must be processed, although the regulation states that the authority shall ensure that the notification is in order.
However, an owner has to know that if such notification has been captured, the vehicles' life cycle status will change to 'Built-up' (so-called code 3) if it is ever registered again. Ordinarily, code 3 vehicles are not financed or insured.
