I have just checked the eNaTIS specifications. If the application is processed with the eNaTIS booking function off (still off in Gauteng), the user is WARNED that the person is too young based on the system date since the test date is not scheduled on the eNaTIS, but on a seperate system. The user can continue with the application and schedule a test so that the applicant is old enough to be authorised to drive.
If the application is processed with the booking system on (5 DLTCs in Mpumalanga and 1 in Western Cape, others to follow soon), a test date after the appropriate birthday is enforced. However, all test dates regardless of the age of the applicant are limited to maximum one month in the future at all six these DLTCs.
Thus, the eNaTIS enforces only logical rules.
