In August 2008 the National Traffic Information System (eNaTIS) processed daily totals in excess of 600,000 on no less than five occasions:  01 August (613,399 transactions), 15 August (608,137), 19 August (629,192), 21 August (603,234) and 29 August (615,312). Significantly, learner’s licence authorisations, which rose by 29.92% in July 2008, showed a year-on-year increase of 15.7% in August. This is a direct result of the more effective utilisation of testing resources made possible by the eNaTIS licence test appointment booking system.

ppp_ibusc_clp_marked_calendar_s_99.pngThe system is a major improvement over the manual system previously used at driving licence testing centres (DLTCs). Scheduling bookings manually is subject to human error, is not wholly effective and moreover presents ample opportunity for fraud and corruption.

The new eNaTIS-linked booking system has proved to be a highly effective and efficient replacement. Where in use the system has streamlined the learner’s and driving licence process, ensured optimal use of available capacity and virtually eliminated a number of corrupt practices, among which the ‘selling’ of appointments by unscrupulous officials.

The system was piloted and launched in Witbank, Mpumalanga, last year, and has since been fully rolled out in that province as well as the Free State. In Limpopo the system has been rolled out at Tzaneen and Marble Hall, and in the Northern Cape at Kimberley. In the Western Cape the system is in use at Khayelitsha (Lingelethu West), Riversdale, Knysna, Mossel Bay, George and Heidelberg, and will soon be rolled out at Calitzdorp, Beaufort     West, Laingsburg and Oudtshoorn.

Returning to transactions performed on the eNaTIS during August 2008, a total of 12,949,914 transactions were performed during the month. This is a decrease of 7.20% compared to July 2008, which boasted the most transactions in a single month since the system’s first full month of operation in May 2007.

The full breakdown of the transactions performed per main category during August 2008 is as follows: 762,779 vehicle licensing transactions, 262,121 vehicle registrations, 177,302 driving licence card orders, 74,893 learner’s licence authorisations and 74,893 vehicle record introductions. In addition, 122,904 reports* were executed on the system.

4,216,234 interface transactions** and 8,733,680 user transactions*** were performed during August.

The Johannesburg service centre once again performed the most transactions (686,195) followed by the City of Cape Town (605,511), Pretoria (489,012), Durban (314,273) and Port Elizabeth (164,922).

With 103,351 transactions Mercedes-Benz of SA was the most active non-governmental entity using a system-to-system interface with the eNaTIS, followed by Volkswagen of SA (87,312), Toyota SA (77,581), BMW SA (63,994) and TransUnion HPI (63,372).

* These reports are utilised for, among others, financial reconciliations and audits.
** Interface transactions are performed on other computer systems that have interfaces to the eNaTIS (such as those of the South African Police Service, vehicle manufacturers, banks and insurance companies).
*** User transactions are performed by users of the eNaTIS application at registering authorities, testing stations and provincial authorities.
