In October 2008 the National Traffic Information System (eNaTIS) processed a staggering 14 387 405 transactions, the most for a single month since the system was launched in April 2007. The increased transaction volume can, in large part, be ascribed to implementation of the pilot phase of the Administrative Adjudication of Road Traffic Offences (AARTO) operated by the Tshwane Metropolitan Police Department (TMPD).

ppp_ibusc_clp_success_definition_s_99.pngSystem-to-system transactions, such as those currently performed by the TMPD, are expected to increase since more organisations will in all likelihood be granted direct access to new functionality to be deployed in 2009. Allowing such institutions to perform more transactions hold the benefit of greater security (transactions pass through fewer hands than was previously the case) and free up more capacity at registering authorities and testing stations, which in turn should result in improved service levels.

Significantly, the system handled the large volume of transactions effortlessly and without interruption, as it was designed to do. Several upgrades executed in October had no impact on service delivery. System uptime was 100% during business hours, and in the rare instances where service centres could not access the eNaTIS this was invariably as a result of data line issues and not due to non-availability of the core system.

Looking at daily transaction volumes, daily totals in excess of 600 000 were reached on no fewer than seven occasions, with 21 October (722 231 transactions performed) being the busiest day.

In comparison to September, increases were experienced in all the major transaction categories: vehicle licensing transactions (903 181) rose by 3.21%; vehicle registrations (284 401) by 8.58%; driving licence card orders (190 923) by 6.16%; learner’s licence authorisations (76 504) by 3.83% and vehicle record introductions (64 984) by 15.57%. In addition, the number of reports* (127 736) executed on the system increased by 8.29%.

4 639 731 interface transactions** and 9,747,674 user transactions*** were performed during October.

The Johannesburg service centre once again performed the most transactions (808 825) followed by the City of Cape Town (691 955), Pretoria (622 912), Durban (322 230) and Port Elizabeth (180 760).

With 87 787 transactions Toyota SA was the most active non-governmental entity using a system-to-system interface with the eNaTIS, followed by Mercedes-Benz of SA (51 540), BMW SA (48 814), VW of SA (44 197) and TransUnion HPI (41 718).

* These reports are utilised for, among others, financial reconciliations and audits.
** Interface transactions are performed on other computer systems that have interfaces to the eNaTIS (such as those of the South African Police Service, vehicle manufacturers, banks and insurance companies).
*** User transactions are performed by users of the eNaTIS application at registering authorities, testing stations and provincial authorities.
